Supervisors, foremen, or managers already working in construction roles who want to gain a formal NVQ qualification and progress in their career.
Prove the site-supervision competence you already use at work. GQA and ProQual routes for experienced construction supervisors and assistant site managers, assessed through real workplace evidence.
SHEC Learning® supports experienced supervisors to demonstrate competence in planning, coordination, safety, quality, progress and resources.
Plan work, coordinate site operations and monitor delivery.
Support broader project control across safety, quality, programme and resources.
Supervise residential, highways, heritage, demolition, tunnelling or retrofit work.
Have moved into formal site-supervision responsibility beyond their own trade activity.
ProQual offers seven pathways. GQA pathway availability and requirements are confirmed separately during your initial assessment.
Site coordination, work planning and production supervision.
Planning and supervising highways maintenance or repair.
Residential site supervision, handover and customer service.
Supervising work to traditional and heritage buildings.
Demolition planning and supervision.
Tunnelling-specific site supervision.
Retrofit planning, installation, commissioning and handover.
This structure applies to the ProQual Building and Civil Engineering pathway. Other pathways and GQA routes have their own requirements.
Demonstrate the skills, knowledge and understanding required by your pathway. Assessment is supported by a qualified assessor and subject to internal and awarding-body quality assurance.
Site records, programmes, progress reports, RAMS, work-method documents, inspection and quality records, plant allocation, materials records, site communications, coordination meetings and temporary works evidence where relevant.
Photographs may support evidence where permitted. Agree how to handle confidential or commercially sensitive information with your employer and assessor.
Assessment can include observation, work products, projects, reports, professional discussion, witness testimony and oral or written questioning.
Professional discussion explores your decisions and understanding. Witnesses can confirm activity they directly observed. Neither replaces required evidence of genuine workplace performance.
Level 4 Site Supervision can support a Gold Supervisor card application where the qualification pathway matches your occupation and current CSCS requirements.
Complete the relevant NVQ and occupational pathway.
Relevant site-supervision routes normally require the Specialist Supervisory CITB HS&E test. Check the current validity and requirements.
CSCS checks your qualification, occupation and application. Completing the NVQ does not automatically issue a card.
For supervising occupational work teams or specialist trade activity. Ask us if this more closely matches your responsibilities.
For broader site coordination across planning, programme, quality, resources and project safety systems.
For people whose responsibilities develop into full site management and who can provide management-level evidence.
Yes. SHEC Learning® offers GQA and ProQual routes. Your awarding body, pathway and unit requirements are confirmed during the initial suitability review.
ProQual sets no formal academic entry requirement. You still need a suitable supervisory role and access to genuine workplace evidence. GQA entry requirements are confirmed for your selected route.
You need access to relevant construction activity and real supervisory responsibilities. Workplace skills evidence cannot be simulated.
The ProQual Building and Civil Engineering pathway requires 14 mandatory units and one optional unit. Other pathways and GQA requirements are confirmed separately.
Achievement is based on a portfolio demonstrating occupational competence, knowledge and understanding rather than a single traditional final examination.
Yes, where appropriate. These methods support assessment, but do not replace required evidence of workplace performance. Your assessor makes the final assessment decision.
Recognition of Prior Learning may be accepted where evidence is authentic, current, relevant and sufficient. It does not mean automatic exemption.
No. You must apply separately and meet the current occupation, qualification and CITB HS&E test requirements.
The full-payment price is £1,595. VAT may apply. Payment-plan totals differ from the full-payment price; confirm the chosen option before enrolment. Payment must be complete before certification.
Your programme depends on the selected pathway, existing competence, evidence access and assessor planning. ProQual Total Qualification Time varies from 1,410 to 1,540 hours; it is an estimate of overall activity, not compulsory classroom attendance.
Tell SHEC Learning® about the work you supervise so we can confirm your awarding body, pathway and assessment plan.
Becoming a fire risk assessor requires more than learning how to complete a form. Professional competence develops through fire-safety knowledge, appropriate qualifications, practical experience, professional judgement, accurate reporting, continuing professional development and working within the limits of your competence.
There is no single route for everyone. Your right starting point depends on what you can already demonstrate.
Your existing knowledge and experience determine where development should begin. General Health & Safety experience is valuable, but it does not automatically prove occupational fire-risk-assessment competence.
Build a Foundation-level understanding before progressing into supervised assessment activity and real building experience.
Use transferable risk skills while developing specific fire-safety knowledge, building understanding and practical FRA experience.
Develop specialist competence around the premises, occupants, management systems and fire precautions you work with.
Map current evidence against modern competence expectations, identify genuine gaps and progress at the appropriate level.
Foundation development for people building specific fire-risk-assessment knowledge.
Intermediate development with substantially more practical competence and professional reporting.
The government has committed to introducing mandatory independent certification for fire risk assessors in England. The consultation closed on 18 June 2026. As of September 2026, the final framework and implementation arrangements have not yet been brought into force.
This means fire risk assessment is not currently a regulated profession with mandatory certification, although assessors must still be competent for the work they undertake and duty holders must ensure assessments are suitable and sufficient.
This section should be reviewed when government proposals or legislation change.
Structured learning and assessment against defined outcomes, awarded by a regulated awarding organisation.
Independent verification of competence against the rules and standards of a certification scheme.
Recognition through a professional register or body, normally subject to competence, conduct and CPD requirements.
Completing a SHEC qualification does not automatically provide certification, professional registration or unrestricted competence.
✓ Observe experienced and competent assessors.
✓ Begin with simpler, lower-risk premises.
✓ Complete supervised assessment activity.
✓ Receive feedback on findings and reports.
✓ Build evidence across different premises and scenarios.
✓ Develop knowledge of construction and fire protection.
✓ Increase complexity gradually.
✓ Refer work beyond your competence to specialists.
No single degree route is required. You need relevant knowledge, training, experience and other qualities appropriate to the work you undertake.
Yes, but general H&S experience alone is not enough. You must develop fire-specific knowledge and supervised practical experience.
Yes. Facilities and property experience can be a strong starting point, provided fire-specific competence is developed and evidenced.
Potentially. Current ProQual entry permits the Level 3 Award or at least three years’ proven occupational fire-risk-assessment experience, subject to suitability assessment.
Knowledge can be developed online, but professional competence also requires practical experience, assessment activity and evidence that cannot be replaced by online study alone.
There is no universal timescale. It depends on your starting knowledge, access to practical experience, qualification route and the scope of work you intend to undertake.
It is a framework describing competence for individual fire risk assessors at Foundation, Intermediate and Advanced levels. It is not itself a qualification or a step-by-step assessment method.
No. Competence must always be matched to the premises, risks and complexity of the assessment.
Tell SHEC about your background, experience and intended role. We will help you identify the development route that matches what you can already demonstrate.
