Where should a service leaver start?

Start by separating the skills you can already demonstrate from the professional knowledge you need to develop. Your military role may have involved risk controls, briefings, inspections or incident reporting. Those activities can provide useful context, but the appropriate qualification depends on their scope and your own responsibility.

If you are new to occupational health and safety, consider a professional knowledge qualification. If you already carry out relevant safety work and can provide genuine evidence, discuss an NVQ. Senior or strategic study needs a suitability discussion based on the course requirements and your actual role.

Compare four qualification routes

Build professional knowledge

IOSH Level 3 Certificate

The Level 3 Certificate in Occupational Safety and Health Principles and Practice offers a starting point for new and aspiring professionals, including career changers.

Study through e-learning and complete the required online, remotely invigilated assessments. An existing NVQ workplace portfolio is not required. Check assessment dates and equipment requirements before booking.

Recognise existing safety activity

Level 3 Health and Safety NVQ

The Level 3 NVQ Certificate in Occupational Health and Safety is a work-based route for people with relevant occupational responsibilities and access to suitable evidence.

Discuss the work you personally undertake and whether it covers the qualification requirements. Having attended a safety course alone does not provide the workplace evidence an NVQ needs.

Demonstrate broader practice

Level 6 Health and Safety NVQ

The Level 6 NVQ Diploma in Occupational Health and Safety Practice is an option to discuss when your work involves broader professional safety responsibilities.

The starting point is an evidence and suitability review. Your job title or military rank cannot replace demonstrating competence against the qualification requirements.

Develop strategic leadership

Level 7 Strategic Health and Safety

The Level 7 Diploma in Strategic Health and Safety Leadership and Management focuses on strategic development. Discuss the level of responsibility and organisational context needed for the course before choosing this route.

It is not an automatic next step for every Level 6 learner. Choose according to your development needs and the assessment requirements.

Translate military experience into clear examples

Describe the activity, the decisions you made and how you checked the result. This gives an assessor more useful information than a list of ranks, postings or course certificates. The examples below are prompts for a suitability discussion, not a checklist that automatically meets an NVQ.

Risk assessment and controls

Explain the hazards you assessed, your role in deciding controls and how you checked that they worked.

Briefings and communication

Describe how you explained safe working arrangements, checked understanding and responded to concerns.

Inspections and improvement

Explain how you identified issues, reported findings and followed up corrective actions.

Incident learning

Describe your own role in reporting or investigating incidents and helping prevent recurrence.

Only discuss information you are authorised to share. Start with a non-sensitive summary; agree suitable evidence and any redaction requirements with your assessor before sending workplace documents.

Plan for the civilian role you want

Read job descriptions in your intended sector and compare their expectations with your current knowledge and experience. Safety coordination, adviser, management and consultancy roles differ in responsibility and the judgement they demand.

  • Entering the profession: build a foundation in safety principles and look for opportunities to develop supervised practical experience.
  • Moving into an adviser role: develop your ability to apply knowledge, communicate recommendations and work with managers and teams.
  • Taking wider responsibility: consider how you will develop systems, influence decisions and evaluate performance.

A qualification supports development alongside relevant experience and continuing learning. Professional membership follows the membership body's separate requirements and application process.

Common questions

Do I need a safety job before taking the IOSH Level 3 Certificate?

An existing NVQ evidence portfolio is not required for this knowledge qualification. You should be ready for professional study and able to meet the online assessment requirements. Ask SHEC to explain the course and assessments before booking.

Can I use old military experience for a health and safety NVQ?

Discuss it with an assessor. Evidence must be relevant and suitable for the qualification and demonstrate your competence. Past experience does not automatically satisfy every requirement, especially if you no longer carry out the relevant work.

Should I choose the highest qualification my funding can cover?

Choose the route that fits your responsibilities, learning needs and evidence. A higher level is not necessarily the most useful or suitable starting point.

Does ELC funding apply to every health and safety course?

No. Funding applies to specific approved courses and eligible scheme members. Check the SHEC ELCAS directory and agree the exact course details before submitting a claim.

Can I explore other career pathways too?

Yes. Our ELCAS hub also covers construction, fire risk assessment, environmental management, teaching, assessment and quality assurance. Compare the options against the work you want to do.
