A suitable occupational role and genuine workplace evidence are required for the NVQ.
Demonstrate real occupational competence through workplace evidence. This is the regulated Level 3 qualification within the package.
Explore the standalone NVQ →Practical management awareness covering risk, hazards, responsibilities, incident investigation and performance. This is different from the IOSH Level 3 Certificate.
Explore Managing Safely →Develop introductory knowledge of hazard identification, risk evaluation, workplace controls and practical risk-management principles.

You carry out real safety activities as part of your current job.
You can show risk assessments, procedures, investigations, monitoring and communications.
You would benefit from Managing Safely® and the risk, fire and environmental CPD courses.

Already working with broad professional responsibility? Consider a Level 6 suitability review.
Risk assessments, investigations, safe procedures, inspections, monitoring records, communications, meetings, action plans, contextual photographs and workplace reports can support your portfolio.
Your assessor reviews evidence against the requirements and may use discussion, observation, questioning, witness testimony, projects, prior learning and other valid methods.
The NVQ has no traditional final examination. The supporting courses have their own requirements, including assessment for IOSH Managing Safely®.
Existing work and prior learning can help where they are authentic, relevant, current and sufficient. Previous risk training, Managing Safely® or SMSTS can underpin knowledge but cannot replace evidence of competence.
Where appropriate and permitted, AI may help organise your notes, improve grammar, structure genuine reports or support reflection. It must not invent incidents, risk assessments, procedures, inspections, meetings, witness statements or responsibilities.
Protect confidential workplace information through appropriate permission and redaction. Your assessor must be able to establish that the evidence represents genuine activity.
The ProQual Level 3 NVQ can support eligibility where IOSH’s current qualification recognition, practical experience, CPD and application requirements are met. Membership is not automatic.
It is a practical management-awareness course. It is not the IOSH Level 3 Certificate and is not the regulated Level 3 qualification within this bundle.
IOSH currently requires at least one year of relevant practical experience for Technical membership, alongside an appropriate qualification and CPD. NVQ suitability and later membership eligibility are separate decisions.
Complete the supporting e-learning around work commitments.
Use suitable evidence from the real responsibilities in your role.
Map evidence, receive feedback and address genuine assessment gaps.
Understand the relationship between Level 3, experience, membership and future development.
There is no guaranteed completion time. Your progress depends on existing evidence, professional activities and assessment needs. Confirm a realistic plan and the access and support periods for each part of the package before enrolment.

Three-, six- and twelve-month arrangements are advertised. Total prices differ from full payment; check the live shop for current amounts, VAT and conditions.
Confirm package contents, access periods, the total payable and current commercial terms at checkout after suitability approval.
Develop experience in coordinator, officer, supervisory or operational safety responsibilities.
Maintain CPD and consider TechIOSH when you meet IOSH’s current requirements.
Consider Level 6 when your work includes wider policy, systems, risk, monitoring, emergency arrangements and professional influence.

The ProQual Level 3 NVQ Certificate in Occupational Health and Safety, IOSH Managing Safely®, CPD Risk Assessment, CPD Fire Safety & Risk Management and CPD Environmental Awareness & Sustainability.
The ProQual Level 3 NVQ Certificate is the regulated qualification. IOSH Managing Safely® and the three CPD courses are separate supporting training programmes.
People with meaningful workplace health and safety responsibilities who can provide genuine evidence and would benefit from the additional learning.
Not necessarily. Safety may be part of a wider supervisory, facilities, operations or coordination role, provided your activities cover the NVQ requirements.
It may not fit if you lack suitable occupational activities or evidence. The IOSH Level 3 Certificate may be a better knowledge-led starting point.
There is no formal qualification prerequisite for the NVQ, but your role, knowledge, experience and available evidence must be reviewed before enrolment.
No. IOSH Managing Safely® is a management-awareness course. The regulated Level 3 qualification in this bundle is the ProQual NVQ Certificate.
No. The Level 3 qualification can support eligibility where IOSH’s current qualification, practical experience, CPD and application requirements are met. IOSH awards membership separately.
No. Managing Safely® supports practical management knowledge. The ProQual Level 3 NVQ Certificate is the regulated qualification component.
NVQ enrolment depends on suitable responsibilities and evidence. IOSH’s experience requirement applies separately when you apply for Technical membership.
A portfolio of authentic workplace evidence supported by professional discussion, questioning, witness testimony, observation and other appropriate methods.
The NVQ has no traditional final examination. Other bundle courses have their own learning and assessment requirements, including assessment for IOSH Managing Safely®.
Six mandatory units plus one optional unit. Your optional unit is selected to match your role and assessment pathway; the environmental option is not compulsory for everyone.
Your assessor can consider genuine, relevant and current evidence and prior learning. Previous training helps underpin knowledge but does not replace evidence of workplace competence.
AI must not invent incidents, risk assessments, procedures, inspections, meetings, witness statements or professional responsibilities. Any permitted assistance must preserve your genuine work.
There is no guaranteed completion time. Progress depends on your evidence, professional activities and assessment gaps. Agree a realistic plan and confirm access and support periods before enrolment.
The bundle adds IOSH Managing Safely® and three CPD courses. If you already have suitable knowledge and only need competence recognition, the standalone NVQ may be enough.
The discounted full-payment price is £1,195; VAT may apply. Monthly and staged options are available. Confirm the total payable and current terms at checkout after suitability approval.
Build professional experience and wider responsibilities. Consider TechIOSH when eligible, and Level 6 when your role supports broad professional practice.
It is an alternative development route with different content and assessment. Choose according to your learning needs, occupational responsibilities and available evidence rather than treating the qualifications as identical.
Do you already have meaningful health and safety responsibilities, suitable evidence and a reason to add Managing Safely® and CPD learning? SHEC Learning® can help you decide before you commit.
Becoming a fire risk assessor requires more than learning how to complete a form. Professional competence develops through fire-safety knowledge, appropriate qualifications, practical experience, professional judgement, accurate reporting, continuing professional development and working within the limits of your competence.
There is no single route for everyone. Your right starting point depends on what you can already demonstrate.
Your existing knowledge and experience determine where development should begin. General Health & Safety experience is valuable, but it does not automatically prove occupational fire-risk-assessment competence.
Build a Foundation-level understanding before progressing into supervised assessment activity and real building experience.
Use transferable risk skills while developing specific fire-safety knowledge, building understanding and practical FRA experience.
Develop specialist competence around the premises, occupants, management systems and fire precautions you work with.
Map current evidence against modern competence expectations, identify genuine gaps and progress at the appropriate level.
Foundation development for people building specific fire-risk-assessment knowledge.
Intermediate development with substantially more practical competence and professional reporting.
The government has committed to introducing mandatory independent certification for fire risk assessors in England. The consultation closed on 18 June 2026. As of September 2026, the final framework and implementation arrangements have not yet been brought into force.
This means fire risk assessment is not currently a regulated profession with mandatory certification, although assessors must still be competent for the work they undertake and duty holders must ensure assessments are suitable and sufficient.
This section should be reviewed when government proposals or legislation change.
Structured learning and assessment against defined outcomes, awarded by a regulated awarding organisation.
Independent verification of competence against the rules and standards of a certification scheme.
Recognition through a professional register or body, normally subject to competence, conduct and CPD requirements.
Completing a SHEC qualification does not automatically provide certification, professional registration or unrestricted competence.

No single degree route is required. You need relevant knowledge, training, experience and other qualities appropriate to the work you undertake.
Yes, but general H&S experience alone is not enough. You must develop fire-specific knowledge and supervised practical experience.
Yes. Facilities and property experience can be a strong starting point, provided fire-specific competence is developed and evidenced.
Potentially. Current ProQual entry permits the Level 3 Award or at least three years’ proven occupational fire-risk-assessment experience, subject to suitability assessment.
Knowledge can be developed online, but professional competence also requires practical experience, assessment activity and evidence that cannot be replaced by online study alone.
There is no universal timescale. It depends on your starting knowledge, access to practical experience, qualification route and the scope of work you intend to undertake.
It is a framework describing competence for individual fire risk assessors at Foundation, Intermediate and Advanced levels. It is not itself a qualification or a step-by-step assessment method.
No. Competence must always be matched to the premises, risks and complexity of the assessment.
Tell SHEC about your background, experience and intended role. We will help you identify the development route that matches what you can already demonstrate.
